Who must appoint an energy manager?
Under Article 9 of the Regulation on Increasing Efficiency in the Use of Energy Resources and Energy:
- Industrial enterprises: Enterprises with annual total energy consumption of 1,000 TOE or more appoint a certified energy manager from among their own employees.
- Commercial and service buildings: Total floor area of at least 20,000 m² or annual consumption of 500 TOE or more. Where an employee cannot be appointed, the service is procured under contract from energy managers or companies.
- Public buildings: Total floor area of at least 10,000 m² or annual consumption of 250 TOE or more; service procurement is possible here too.
- Energy management unit: Required in non-public industrial enterprises consuming 50,000 TOE or more per year and in organised industrial zones with at least 50 operating companies.
Where a campus contains several buildings, their floor areas are added together. Obligation is determined from the average annual consumption of the last three years, and tracking it is the organisation's own responsibility. Outside industry, one energy manager may serve at most three sites.

Our service model
We provide outsourced energy manager services to commercial, service and public buildings that have no certified staff of their own. In industrial enterprises the regulation requires the appointed person to be the company's own employee; there we provide your energy manager with technical consulting, training, data infrastructure and reporting support.
The service covers monthly consumption tracking, on-site checks, annual notifications, action plan follow-up and regular reports to management.
Frequently asked questions
What is a TOE and how do I calculate my consumption?
TOE (tonne of oil equivalent) is used to add different types of energy together in a common unit. Electricity, natural gas, coal and liquid fuel consumption are converted to TOE with the conversion factors published by the Ministry and summed. We do this calculation free of charge from your bills.
Can an industrial enterprise outsource its energy manager?
Under the regulation, in industrial enterprises the energy manager is appointed from among the company's own employees and works only at that enterprise. Outsourcing is provided for commercial, service and public buildings.
How do you obtain an energy manager certificate?
By attending energy manager training run by a university, professional chamber or company authorised by the Ministry and passing the Ministry's examination.
