VAP Consulting: Government Support for Efficiency Improvement Projects

Efficiency Improvement Project (VAP) support is the programme through which the Ministry of Energy and Natural Resources covers part of energy efficiency investments as a grant or interest support. We manage the whole process, from preparing the project to the support payment.

Support rate and cap

Under Article 16 of the Regulation on Increasing Efficiency in the Use of Energy Resources and Energy (as amended on 21 September 2024):

  • Projects prepared to increase energy efficiency are supported, subject to available funds, at up to 30% of the project cost, not exceeding TRY 15 million. Support is given as a grant or as interest support.
  • Applicants that reduce their energy and/or carbon intensity or specific energy consumption according to Ministry criteria receive support of up to 30% of their energy costs for the relevant year, not exceeding TRY 10 million.
  • These amounts are increased every year by the revaluation rate announced under the Tax Procedure Law.

Application criteria and dates are announced each year on the Ministry's website; conditions such as a minimum project cost or payback period may change from call to call. We check the current call conditions for you before you apply. Submitting an application does not guarantee support.

Which projects are supported?

  • Waste heat recovery (flue gas economisers, compressor and furnace heat)
  • Efficient motor, pump and fan replacements, variable speed drives
  • Compressed air system improvements
  • Boilers, burners and combustion control systems
  • Process improvements, insulation, condensate return
  • Energy monitoring and automation systems

The project must deliver measurable energy savings documented by an audit, and its results must be verifiable after implementation.

Process steps

  1. Analysis of the facility's energy consumption and an energy audit
  2. Selecting savings measures eligible for VAP
  3. Feasibility, cost and savings calculations
  4. Preparing the VAP application file
  5. Applying to the Ministry and following up the evaluation
  6. Managing implementation, measurement and verification, and the support payment

The support is paid after implementation is completed and the results are verified; the initial financing of the investment is provided by the company.

Frequently asked questions

What percentage does VAP support cover?

Under the regulation, up to 30% of the project cost. The cap was set at TRY 15 million by the 2024 amendment and is increased every year by the revaluation rate.

Do I need ISO 50001 or an energy manager for VAP?

Application requirements are set each year by the published procedures. Previous calls required registration in the Ministry database, an energy manager and ISO 50001; we check the current call with you before applying.

When is the support paid?

After the project has been implemented and its results verified. No interest can be claimed if payment is delayed.
